2023 Annual Report on Immigration shows increase in Start-Up Visa admissions

November 17th 2023 – The 2023 Annual Report to Parliament on Immigration, released on November 1st, 2023, offers a compelling portrait of Canada’s immigration landscape for the year 2022.

The report specifically highlights the success of the Start-Up Visa program, through which 579 foreign start-up founders and their family members have become permanent residents in Canada in 2022. It also reports that the OECD has recognized Canada as the #1 most attractive country for start-ups, in large part thanks to the Start-Up Visa program and how easily it allows entrepreneurs to relocate to Canada.

In 2022, Canada admitted 1,364 new permanent residents under the Federal Economic Business category, which includes the Start-up visa and other entrepreneur programs. This is a large increase from 2021 when only 565 people were admitted under this category.

The number of admissions under the Start-Up Visa and Federal Business category falls in the upper range of IRCC’s target range for 2022, which was between 800 and 1,500 admissions.

The report also shows that the majority of applicants under the Start-Up Visa and the Federal Economic Business category settled in Ontario (638) and British Columbia (588). Start-up founders also moved to Alberta (64), Manitoba (44), Nova Scotia (21), and Prince Edward Island (9).
